School of Continuing Education The School of Continuing Education is both a functional department and a teaching entity of UIBE. It offers degree and non-degree programs in different fields and different forms of training, including correspondence courses, evening courses, full-time bachelor and associate degree courses and full-time bachelor courses for associate degree holders. Aiming at multi-level, good quality and internationalized education and guided by the principles of combining popularization with upgrading, serving one industry with serving other industries, education at home with education abroad, international business with foreign languages, the school adopts diversified forms and channels in its teaching and training so as to meet the social needs and the needs of job markets. The school has rich human resources and teaching and learning facilities. Apart from some 20 regular teachers of its own, the school engages a hundred or so professors, associate professors, young lecturers and doctorate candidates to teach various courses. It has also set up an academic committee consisting of about a dozen distinguished scholars and professors. The school has teaching buildings that can accommodate 3,000 students simultaneously, six well-equipped language labs and computer classrooms and one multi-media classroom. It has an audio-visual department, a textbook department and a library with a collection of more than 40,000 volumes, most of which are imported books. Its student hostels can host 2, 000 students. The school has 6,000 students right now majoring in different specialties and studying all over the country. In addition to correspondence courses, evening courses, full-time bachelor courses and associate degree courses, the school offers, on campus, short-term and long-term non-degree training programs at different levels. The programs offered at present include the training of enterprise executives of international trade, the training of resident executives from Hong Kong, business English training, and professional training for enterprises. Also, the school is running joint projects with Canada, Italy, Spain, Malaysia, and Taiwan, and the business English programs with CCTV and Central People's Broadcasting Station. Since the founding of the school 15 years ago, 9,000 students have graduated from the correspondence programs, the evening programs and the full-time bachelor programs and received degrees that are officially acknowledged by the relevant national authorities. Five hundred of these obtained their bachelor degrees. And the school has offered different non-degree training programs of international trade and foreign languages to 8,000 people. In addition, 5,000 managers of large and small enterprises, and 15,000 other people have received training to take the qualification exams for international salespersons and international businesspersons . Many of them have become the mainstay of their companies and won high opinions from the society. At the end of 1996, the original State Education Commission undertook full evaluation of the teaching quality of the correspondence programs and evening programs with the conclusion that School of Continuing Education had reached the prescribed standard. The School of Continuing Education is an important base of adult education in international business and economics. In the spirit of high motivation, cooperation and endeavor, and aiming at multi-level, high quality and internationalized education, it will make good use of the favorable times and conditions of the socialist market economy and spare no efforts to train as many people from all trades as possible so that it can make greater contributions to the development of the economy and business of our country.
East Campus The East Campus of the School of Continuing Education is created and developed based on the principle of seeking truth from facts and adhering to the ideas of building the university by "going out of the main campus and developing our economy and trade on a broader basis". Over the past several years, the School of Continuing Education has developed from an administrative department into an education entity providing different degree and non-degree programs. Following closely the Party Central Committee's instruction that "the scale should be enlarged in order to boost the domestic demand and, all possible resources around the school should be utilized", the School of Continuing Education regards it as its own historical mission to tap fully the social resources available and transform them into valuable, efficient resources. The School of Continuing Education obliged itself with the search of different channels, opened up new possibilities and made great endeavor to socialize education instead of competing with the university's main campus for resources, space and teaching staff. Under the leadership of the Party Committee of the university, the School of Continuing Education made a major decision in September 1999 and signed a contract with Beijing City Construction Group for co-operation between the enterprise and the school in order to set up the East Campus of UIBE. Located to the east of UIBE, with an investment of about 2 million RMB, the East Campus is used as student dormitory and classrooms. The East Campus comprises a group of buildings, whose total floor space reaches 8,000 square meters. Its main building is a four-storey building with 6,256 square meters; with a 964 square-meter light-structured top floor, a 150 square meter one-storey house to the west and another 520 square-meter makeshift one-storey house added to it. The East Campus can accommodate 2,000 students and offer all living conveniences like student dormitories, canteen, beauty saloon, laundry and store. The East Campus is just like a regular school campus to keep in good order the students' life and study. In students' dormitories, there are also such facilities as TV, telephone, hot water, electric fans, etc. The environment of the East Campus is very quiet. It is very close to the university main campus, with only scores of meters opposite the university's East Gate. Public transportation is also convenient. Several bus stops are nearby and the farthest bus stop is no more than 100 meters away. Before and during the construction and the establishment of the East Campus, in order to guarantee the quality of construction, President Chen Zhunmin took time out everyday for a site inspection tour. This shows the great concern and attention by the university leaders. The management of the East Campus follows the style of an apartment building. For example, there is 24-hour security, visitor's room and registration at the gate, etc. All these measures have effectively safeguarded students' safety and security so that students can concentrate on their studies. As an education channel, continuing education has its own characteristics and rules of development. But the key is that there must be a change from an administrative department to an education entity, a change from sticking to the school's own resources to the utilizing of social resources, and a change from sitting and waiting to taking the initiative. The establishment of the East Campus is a model of this trend of development.
South Campus According to the Central Committee's requirements of expanding the scale, doing our best to boost the domestic demand and making full use of the resources that are within easy reach in running schools and through friendly negotiations, University of International Business and Economics and Chaoyang Community College, Beijing have come to an agreement to run a school in cooperation, which has been approved by the authorities concerned. Thus the South Campus of University of International Business and Economics has come into existence in Chaoyang Community College, which is located in Hepingli area. In 2000, students enrolled by the School of Continuing Education, University of International Business and Economics for associate-degree programs started their 2-year academic life on the South Campus. The South Campus is set up to suit the economic and social development needs of the country, the need for talents by the modernization drive and the ambitious youngsters' dreams of receiving higher education. In order to popularize higher education, we have to offer a wide range of study programs for students and establish diversified ways to run a school. And to realize this, we must explore all possibilities. Only by doing so can we meet the needs for various talents by the country, make better use of the educational resources and carry on education programs both for the elite and for the broad masses. The South Campus is located in Hepingli area, which is to the south of our university. There are altogether 40 classrooms. The sound lab seats as many as 100 people, so does the computerized classroom. The multi-purpose lecture hall can seat as many as 300 people. South campus is also equipped with a sports ground, a gymnasium and a dormitory building that can accommodate over 500 people. The South Campus is an indivisible part of the School of Continuing Education. We make certain that it is managed and supervised with strict standards and the teaching and learning is guaranteed as we do on the main campus. The teaching programs, the teaching management, the academic administration and the supervision of students are exactly the same as and synchronized with those on the main campus. Our aim is to create good surroundings and a pleasant atmosphere for students to study in, help them master the correct study methods and motivate them to learn and become talents. It is the teachers that organize the process of education and carry out the study programs. Therefore, qualified teachers are essential to carrying out the study programs. The School of Continuing Education always puts a premium on the selection of teachers and the feedback from students on the teachers' performance. Some experts regularly observe the teachers conduct the classes and check the educational quality. As a result, it supervises the teachers' performance and urges them to make improvements, which indicates our adherence to the guiding principle of constantly improving the educational quality. Now there are 700 students or so on the South Campus. The administrative body consists of personnel from both the School of Continuing Education and Chaoyang Community College. Under the guidance of the School of Continuing Education and Chaoyang Community College, they work together in perfect cooperation and are responsible for teaching activities, academic administration, dormitories and students' recreation. Mr. Jiang Zemin remarked at the third national education conference:"Educational institutions at all levels should carry on the quality education for the sake of the educatees'(students?) all-round development which ought to be considered the keystone in our educational task." Quality education is not only a task in the elementary education, but also a task in the course of higher education for adults. We should keep moral education, intellectual education, physical education and aesthetic education intact. We should also facilitate the educatees'(students?) all-round developments, emancipate the mind, be practical and realistic and be courageous to carry on educational reforms and developments. The teaching practice and the running of the administrative body have demonstrated that the founding of the South Campus is a success.
North Campus The North Campus of the School of Continuing Education is situated in a splendid place of Xiao Tangshan Hot-spring area in the northern suburbs of Beijing. It is in the Training Center of the Ministry of Commerce with an area of about 35 hectares and a floor space of over 50,000 square meters. The peaceful and scenic campus is full of trees, flowers and grass, which is an ideal place for studies. The North Campus is well equipped with all the necessary teaching facilities. There is a large teaching building with 64 classrooms of various sizes and each room with wired or wireless microphone system. To facilitate both students and teachers, the campus also has boiled-water rooms, stores, teachers' lounges and various meeting rooms. There are 150,000 Chinese and foreign language books in the library including 25,000 original imported volumes. Its reading room has 600 kinds of newspapers and magazines. The audio-visual center has six multimedia language labs, a broadcasting room and a recording room. The center is also equipped with cable TV and Satellite TV systems. Apart from computer bars that help students get onto Internet on campus, the school has four computer rooms with more than 100 computers. Six dorm buildings with various convenient living facilities can accommodate 2000 students. The dorms have hot-spring bathrooms, lounges with TV and other entertainment facilities. Each room is equipped with a pay phone. Apart from a restaurant and KTV room, the campus also has two dining halls, which can serve nearly 3000 people at a time. The standard indoor swimming pool is open to the public all the year round. In the Student Center there are table-tennis rooms, billiards rooms, dancing halls, karaoke halls and other entertainment facilities. Movies and all kinds of recreational activities can be arranged in the small auditorium, which can house 600 people. Besides, the campus also has basketball courts, tennis courts, and a track and field ground.
Chaoyang Campus The following three paragraphs repeat material

The basic principle in running the school is to globalize it and stress on its main courses of trade, finance, management, law and accounting, which are the advantages of the university. Its aim is to bring up talents of multi abilities. UIBE is well known as Chinese Harvard University and a cradle of CEOs. For many years, UIBE has exchange programs with over 100 universities in more than 30 countries and regions including the USA, the UK, France, Germany, Japan, Russia, etc. It is widely recognized for its strong faculty and the top quality of its graduates. Most of its graduates have become leaders or the backbone in the financial and trade sectors in China and almost every part of the world has UIBE graduates. The School of Continuing Education is one
of the 18 schools and departments of UIBE. Its administrative and teaching
staff bears the responsibilities for the continuing education and adult
education. For over ten years since it was founded, the school adheres
to four basic principles: Presently, the school has 14,000 students including 5,000 full-time students by relying on its unique advantage of "English plus their own specialty", which is needed by the market. In answer to the government's call, the school is now opened to the society. Apart from the East Campus, the North Campus and the South Campus, we have set up Beijing Chaoyang Campus, which offers associate degree and bachelor degree programs for adults who want to study in a famous university. Chaoyang Campus is located at the junction of the Fourth Ring Road and the Beijing-Tianjin Expressway, close to Beijing's central business district, and Beijing Economic and Technological Development Zone and the Capital Library. The campus is evergreen with gardens and pavilions. It has a teaching building, an office building, dorms of 40,000 square meters, a football field, and basketball and volleyball courts. It also has sound labs, multimedia classrooms, Internet rooms, and a library. A convenient location, good school facilities and service and high quality management and teaching staff create a nice cultural and study environment for students from all parts of the country.
Introduction to Departments of School of Continuing Education Department of Admission and Development The Department of Admission and Development is in charge of the whole school's admission and development. It not only admits degree-program students of adult education but is also responsible for cooperation with schools at home and abroad. Degree-program students of adult education come from the whole country. This department develops the prospectus, admits students and provides consultation. Every year students enrolled include over 2000 high school graduates to Associate Degree programs, more than 2200 Associate Degree holders to Bachelor degree programs and over 200 high school graduates to bachelor degree programs. Now admission can be carried out on the Internet throughout the country. At the same time, the Department is in charge of consultation on relevant policies. In the aspect of research and development, the Department participates in the founding of the East Campus, the South Campus and the North Campus. Now depending on UIBE's advantage and according to the school's conditions, the Department develops international education actively and cooperates with USA, Britain, Canada, Australia, Finland, Malaysia, etc. in running various certificate programs. This extends UIBE's influence on international education. In domestic market the Department seeks cooperation with enterprises. It also cooperates with the ministries and commissions concerned in developing new programs. It trains talented people for domestic finance, banks, international trade and other fields. Our general development principle is: a large amount of exploration, daring to go before others; advancing in steadiness; steadiness in advance; having what others don't have; ours being superior to others; ours being extraordinary if others are superior and doing our best to bring our adult education into the high ranks of the country. Department of Full-time Associated Degree Programs The Department of Full-time Associated Degree Programs was established in 1995 to conduct the first associated degree level education program in our school. Up to now, 1,728 students have graduated, of whom 915 majored in international trade, 785 in foreign trade English and 28 in international business administration. Most of the graduates chose to pursue further studies. Some have gone abroad to study. Others have landed ideal jobs in multinational corporations or large or medium sized state-owned companies. Some have assumed leading positions. Among the first batch of graduates, a number of them have successfully completed the required post-graduate courses, obtained masters degree, and returned to China. Currently, 4 specialized courses are offered
by the Department of Full-time Associated Degree Programs: Students come from various provinces, cities and autonomous regions. They are arranged to study either on the main campus or on the South Campus of UIBE. The South Campus of UIBE was set up in the year 2000, with Chaoyang Community College as our partner. Both sides have set a good example in cooperation between universities. At present, we have about 2,000 high school graduates taking full time associated degree programs. With the number of years of managing the program, we have gained experiences in effective management with quality, special characteristics and reputation. Many students who have been enrolled into a provincial university have abandoned their opportunity and come to our school for the associated degree programs instead. Presently, the Department of Full-time Associated Degree Programs has won honor for UIBE due to its quality teachers and administrative staff. Department of Full-time Bachelor Degree Programs This department of the School of Continuing
Education was first set up in July 2000. It assumes the responsibility
of both the undergraduates studying on the main campus of UIBE, who are
graduates from senior middle schools and the undergraduates studying on
the North Campus of UIBE who have got associate degrees. The North Campus
is a product of the co-operation between UIBE and the Training Center
of the Ministry of Commerce. Though the North Campus is 20 kilometers away from the main campus of UIBE, it has several advantages: traffic is convenient; it is far away from the noisy and showy downtown; it is an ideal place for students to concentrate in their study. Above all, this department and the joint administrative office have a good team of academic administration, who are working as one, richly experienced and dedicated, and willing to bear the burden of office; and they have a highly experienced teaching staff. We believe that through the joint efforts of all the staff of this department, the highest level programs of the school - the bachelor programs for associate degree holders will surely have an even brighter future. Department of Evening University The Department of Evening University was the first part-time adult educational department set up by our school. During the past decades, it went through all the vicissitudes of life and trials and hardships from small to large, from weakness to strength. It has now developed into the most important part-time educational department of our school. The Department of Evening University run by our school has the following advantages: outstanding program, first-rate teachers and high quality teaching. Many of our teachers are from UIBE. Most of them have long years of teaching experiences and great academic attainment in their own specialty. The management group of the Department of Evening University is united and devoted, small in number but highly efficient with a strong sense of responsibility. It is not only the bridge between students and teachers, but also functions as good teachers and helpful friends of students. The teaching materials used are series of books compiled by our school and high-level books compiled by other schools or departments of UIBE. At present all the teaching facilities are well kept and in good condition. From the initial stage of a single specialty, a single level, and merely dozens of students, the Department now has formed a multi-level and multi-specialty system, which is characterized by first-rate teachers, standardized management, high quality, strong competitiveness, diversification and high efficiency. The Department now offers programs at three levels: associate degree level, bachelor degree level for associate degree holders, and bachelor degree level for senior middle school graduates. The nine disciplines of study include: English (Foreign Trade English), International Trade (International Economy and Trade), Accounting, Finance, etc. These disciplines of study have close connection with the current practice in the economic fields of our country, and follow the newest developments in these fields. The Department continuously substantiates, readjusts and upgrades the curriculum and contents of the courses in accordance with social practice and international economic development to keep them up-to-date, practical and state-of-the-art. In this way, they have become popular and practical programs that meet the social and economic development needs of our country, and high quality programs that embody the characteristics of our University. While strengthening and consolidating the existing programs, our Department is planning to introduce such new programs as law, securities, logistics, e-commerce, etc. On the basis of improving on the existing bachelor degree programs, we will do our best to create the conditions to offer teaching programs at an even higher level. In the past 20 years since our Department resumed our teaching programs, there have already been more than 20,000 graduates from the Department of Evening University. They have solid foundation and good professional knowledge. Many of them have become high-level executives and core members in such fields as international economy, trade and finance. Like the regular UIBE graduates with four-years' schooling, our graduates, with their outstanding knowledge and abilities, are highly competitive on the career market and are extremely well received by many enterprises. At the moment, the Department has a current enrolment of 2,600. The cause of continuing education, including that offered by the Evening Universities, is a promising industry in the new century. Continuing education provides social, economic and cultural development, and creates enormous social benefit. It is a way to promote the citizens' quality and a road leading to a learning society. We will, together with all teachers and students in the department, exert our utmost to being this magnificent undertaking to a glorious peak. Department for Correspondence Education Correspondence Education is the school's
main way to serve society. As an administrative department of the school,
the Department for Correspondence Education has the following responsibilities. In 1996, UIBE smoothly passed the national assessment of the correspondence education held by the former State Education Commission, and got excellent grade. UIBE holds a conference on correspondence educational work every year. The topics include summarizing correspondence educational work of the whole year, exchanging successful experiences, identifying weaknesses, confirming performance goals for the future, determining the focal points of work for the following year, and laying a good foundation for further development of correspondence education in the coming year. At present, UIBE's correspondence education offers programs in the following specialties: International Trade, Accounting, Industrial and Commercial Administration, Administrative Management, etc. In 2000, after the two (which?) universities merged, the specialty of Finance was added. The education levels include associate degree programs, bachelor degree programs for associate degree holders, and bachelor degree programs for senior middle school graduates. The Department of Correspondence Education has already developed a complete management system. We have a team of outstanding full-time and part-time teachers and a well-planned curriculum, which meets the market demand. Motivated by a desire to meet market demand and bold reform, the school held the Ninth UIBE Correspondence Educational Work Conference in Shantow in 2000, at which the school implemented the contract management system for all stations in the country, further defining the responsibilities, obligations and rights between the school and the stations. In the era of knowledge-based economy, we will constantly learn new knowledge and acquire new technical ability in order to meet the developing needs of correspondence education, and train more "professional knowledge English" inter-disciplinary talents to meet the needs of society. Training Center The Training Center of the School of Continuing
Education is in charge of the non-diploma education. The major projects
are as follows: The training center co-operates with the central government departments in order to continue developing the executive training projects in Economy, Trade, Finance, Accounting and Business Management. l Pre-Examination Training l Training courses for self-taught tertiary education Our school is entitled to offer training courses to self-taught tertiary educates with the permission of Beijing Municipal Education Commission. In order to offer top-quality education to train excellent businessmen, the training center has engaged many top teachers from UIBE. Now on the main campus of UIBE, we are in the midst of admitting students majoring in International Business, including all the levels mentioned above. We welcome students from all over the country to our center to further their education. We will provide wonderful service, perfect administration, and excellent teaching for our students to reward their trust. Department of Teaching Administration The Department is in charge of the teaching activities of all the degree and non-degree programs of the School, which include preparing teaching programs and research plans, conducting teaching administration and quality control, and providing teaching assistance. They have standardized, institutionalized and regularized quality control. With the support of other schools and departments concerned of the university, the Department has worked out 27 schemes for associate degree and degree programs of different disciplines of study. With its involvement, the School has published 17 textbooks of the series of International Trade for the associate-degree program, which have been well accepted in the circle of foreign trade and economic relations. In the past two years, the Department arranged for renowned experts and professors of the university to make five sets of multi-media-based core courseware for the degree program of International Economics and Trade, which makes it possible for good teaching materials to be utilized in its teaching-by-correspondence program that covers the whole country. Having been in existence for eight years, and, thanks to its well-organized teaching, complete sets of teaching materials, regularized quality control and strict testing, the School has steadily improved the teaching quality. It has so far graduated 3,000 associate-degree students and 1,000 other degree students with as many as 800 awarded a bachelor's degree. In the inspection organized by Beijing Municipal Education Commission on the degree programs offered in the universities and colleges in the past ten years, the School provided complete and standardized data, for which it was praised. The Department is also responsible for the allocation and maintenance of teaching facilities, computer rooms and language labs. At present the School has computer classrooms that can hold 200 students simultaneously, language labs that can seat 400 students, and classrooms of various sizes with a total capacity of 3,000 students, with all the medium- and large-size classrooms equipped with overhead projectors, recording facilities and teaching facilities by way of internet and intranet. In addition, the School provides the students with the recorded material-copying service. The Department takes charge of the supply of teaching materials, including the ordering, storing, packing, shipping and distributing of the students' books. Every year, it purchases over 100,000 textbooks and reference books, providing the 15,000 students on campus with textbooks and other reference materials as well as sending teaching materials to 32 stations throughout the country, which offer teaching by correspondence. The library, which is also in its charge, houses more than 50,000 Chinese and English books and approximately 100 magazines and journals from home and abroad, to facilitate teaching, study and teaching administration. Testing Center The Testing Center, guided by the national policy of enlarging enrollment and stimulating the internal demand, has enrolled many students for short-term training in recent years. It has satisfied people's desire for education, and contributed much to popularizing education. This center was set up in 2000, as the number of students increased greatly. It has assumed the responsibilities of both organizing tests of large scale in the School of Continuing Education, and keeping files for students who fail to graduate as expected and offering services to enable them to continue their study and fulfill their required courses. The testing administration and the teaching administration are run independently in the School of Continuing Education. Now the Testing Center is equipped with the most advanced Optical Mark Reader (MOR), which can read the standardized test papers, make accurate score statistics and analysis. The Testing Center has adopted a scientific method of management. The Testing Center will continue to develop. It will assist the Teaching Administration Department to evaluate the teachers' performance by improving the methods of monitoring and evaluating the teaching quality. It will provide better services for those who fail to graduate on time. It endeavors to contribute to the further development of the School of Continuing Education. |
